Tender Internet Pedesaan Desa Pinter: Penggunaan Open Source akan mendapat Keunggulan Kompetitif

JAKARTA: Enam dari 25 penyelenggara jasa Internet (PJI) dinyatakan tidak lolos prakualifikasi proyek Internet perdesaan Desa Pinter.

“Mereka tidak lulus seleksi dokumen,” ujar Gatot S. Dewa Broto, Kepala Pusat Informasi Depkominfo, kepada Bisnis kemarin.

Keenam perusahaan itu adalah PT Cyber Network Indonesia (Mitra), PT Inet Global Indo, PT Nettocyber Indonesia, PT Sejahtera Globalindo, PT Total Info Kharisma, dan PT Core Mediatech.

Gatoto menambahkan ada tiga perusahaan yang dikurangi jumlah paket incarannya karena tidak lulus di paket wilayah tertentu.

“Seperti PT Indointernet yang semula berencana menawar di semua paket berkurang menjadi enam paket saja,” katanya.

Departemen Komunikasi dan Informatika (Depkominfo) melalui Balai Telekomunikasi dan Informatika Perdesaan (BTIP) Ditjen Postel membagi pengerjaan proyek Desa Pinter dari dana Universal Service Obligation (USO) menjadi 11 paket pekerjaan.

Ada tiga paket favorit peserta, yaitu paket 4 Jawa Barat dan Banten dengan pagu anggaran tahun pertama Rp41,5 miliar, paket 5 Jawa Tengan dan Yogyakarta dengan pagu senilai Rp35,6 miliar, serta paket 7 Bali, Nusa Tenggara Barat dan Nusa Tenggara Timur dengan pagu senilai Rp27,9 miliar.

Sebanyak enam perusahaan dinyatakan tidak lulus mengikuti paket 4, sementara empat perusahaan tidak lulus prakualifikasi di paket 5 dan paket 7.

PT Telkomsel dan PT Indonesia Comnet Plus, yang mendaftarkan diri juga sebagai calon peserta, diketahui telah memenangi hak kontrak sebagai penyedia program USO untuk akses telekomunikasi bagi 31.824 desa atau disebut Desa Berdering. Kedua perusahaan tersebut dinyatakan lulus prakualifikasi di seluruh paket.

Penggunaan Software Sumber Terbuka (Open Source)

Terkait dengan spesifikasi terminal komputer pada proyek Desa Pinter, Depkominfo tidak mewajibkan para pemenang tender untuk menggunakan peranti komputer dengan kandungan konten lokal dan berbasis sistem operasi open source.

Gatot menjelaskan dalam aturan mengenai tender menggunakan dana universal service obligation (USO) yang ditetapkan tidak ada kewajiban tersebut, pengadaan perangkat operasional bergantung pada pemenang tender di setiap paket.

“Kami mewajibkan pemenang menyediakan komputer lengkap minimal satu unit di setiap desa ibu kota kecamatan, tetapi dari siapa vendor dan bagaimana sistem pengadaannya diserahkan kepada pemenang tender,” ujarnya.

Dia menjelaskan besar kemungkinan merek komputer maupun peranti lunak yang ada di dalamnya setiap paket berbeda. Selain itu, para pemenang juga bisa mengadakan peralatan tersebut menggunakan sistem tender atau penunjukan langsung.

Hal ini sedikit bertentangan dengan pernyataan Menkominfo Tifatul Sembiring dalam acara Global Conference Open Source (GCOS) di Jakarta pekan lalu yang berjanji mendorong penggunaan open source di masyarakat. (fita.indah@bisnis.co.id)

Namun dari hasil pembicaraan kami dengan Bapak Santoso Serad, Kepala BTIP Ditjen POSTEL, dijelaskan oleh beliau bahwa untuk pengadaan haedware Komputer diperlukan jaminan dari fabrikan/vendor serta jaminan pemeliharaan selama 4-tahun, sedangkan untuk pengadaan Perangkat Lunak, maka diperlukan Perangkat Lunak yang LEGAL dan support dari Distributor Software serta jaminan pemeliharaan selama 4-tahun.

Menurut pemahaman kami, maka tiap Peserta Tender diperbolehkan untuk menggunakan Perangkat Lunak Sumber Terbuka (Open Source) sebab perangkat lunak jenis ini sudah dikenal sebagai Perangkat Lunak LEGAL berlisensi GPL (General Public License). Distributor atau Distro Perangkat Lunak Sumber Terbuka sudah banyak terdapat di Indonesia yang dibuat oleh anak-anak Bangsa, seperti IGOS Nusantara yang berbasis Distro Fedora dan dikemas kembali oleh Tim Kemetrian Negara  RISTEK, Distro turunan dari Ubuntu yang dikemas oleh para ahli software Indonesia dengan merek Blankon dan Ki Hajar, Distro turunan dari Mandriva dengan merek PC Linux OS dan PC Linux OS-3D (tampilan Desktop 3 Dimensi) yang berbahasa Indonesia dan dijamin BEBAS VIRUS!

Kesimpulannya, para Peserta Tender Internet Pedesaan Desa Pinter akan mendapatkan keunggulan kompetitif bilamana mereka memakai Distro Open Source buatan anak-anak Bangsa tersebut diatas karena mendapat support penuh dan dukungan pemeliharaan yang tak terbatas waktunya, sebab mereka semuanya berdomisil di Indonesia. Keuntungan lainnya adalah terbebas dari gangguan Virus yang biasa menyebar di Sistem Operasi Microsoft Windows, berbahasa Indonesia, tampilan Desktop yang bisa 3 Dimensi (bila dikehendaki), biaya yang kompetitif serta yang lebih penting lagi adalah tidak adanya DEVISA Nasional yang bocor ke Luar Negeri.

Kami harapkan pihat Depkominfo/Ditjen Postel/BTIP bersedia untuk mendukung kesimpulan kami tersebut diatas, sehingga para peserta Tender Internet Pedesaan Desa Pinter mendapat kepastian hukum untuk mengajukan proposal dengan menggunaan Perangkat Lunak Sumber Terbuka (Open Source).


WiFi Direct: Komunikasi Langsung Antar Terminal WiFi

Kelompok Kerja WiFi Alliance telah menyelesaikan spesifikasi standar spesifikasi yang memungkinkan komunikasi langsung antar perangkat terminal WiFi tanpa melalui tranceiver WiFi yang dinamakan WiFi Direct. Produksi perangkat WiFi dengan spesifikasi tersebut diatas akan dimulai dan disertifiaksi dengan jadwal operasional pada pertengahan tahun 2010.

Perkembangan baru ini memungkinkan makin mudahnya komunikasi antar terminal WiFi yang terpasang di Laptop, Handphone dan Smartphone tanpa harus ada tranceiver WiFi sebagai perantaranya seperti yang dilakukan saat ini. Ini mirip dengan komunikasi langsung antar terminal BlueTooths.

Dampaknya tentu akan makin memudahkan komunikasi antar pelanggan dan meningkatkan efisiensi, kecepatan dan produktivitas masyarakat pemakai jasa.

Informasi akan terjadinya sebuah gempa di suatu wilayah merupakan informasi yang sangat berharga bagi masyarakat yang hidup di wilayah sering mengalami gempa bumi, terutama masyarakat Indonesia yang hidup di wilayah “the Ring of Fire” atau “Lingkar Api”, sebab dibawah tanah yang kita pijak terdapat pergerakan kerak bumi yang saling bertabrakan dan begesekan, sehingga meninbultak gempa tektonik. Celah yang ditibulkannya dapat pula menyebabkan keluarnya magma panas dari perut bumi dan memicu letusan gunung berapi.

Gempabumi tidak hanya terjadi di Indonesia, tetapia di wilayah-wilayah tertentu diseluruh dunia, sehingga dalam waktu 1-minggu saja dapat terjadi 288 gempa, atau sekitar 41 gempa per hari, seperti terlihat pada peta dibawah ini:

Sebuah software yang dapat menampilkan terjadinya gempa dimana saja di dunia tiap 5-menit, ternyata adalah software Open Source yang merupakan add-on plugin bagi Browser Firefox, yaitu software eQuake Alert addon. Untuk meng-install add-on software ini, silahkan click link dibawah ini, yaitu:

Setelah terpasang, maka software Firefox perlu di-reset agar Addon tersebut beroperasi, Setelah itu maka pada footer bar disisi kanan bawah akan muncul informasi tentang kekuatan gempa dan lokasinya diatas bumi setiap 5-menit (bisa diubah). Dari data ini akan dapat dibuat statistik dan pola kejadian gempa dimuka bumi. Bila pola gempa itu berlokasi makin mendekat ditempat kita tinggal, maka ini merupakan peringatan agar kita bersiap-siap untk menghadapi terjadinya gempa tektonik ditempat kita tinggal.

Apakah bentuk Wireless Mobile Web masa depan?

Awal tahun 2000-an kita mengalami kehancuran model bisnis Web Dotcom yang sebelumnya diperkirakan akan mengambilalih bisnis perdagangan fisik ke perdagangan virtual (eCommerce). Hanya segelintir Web Dotcom yang mampu bertahan, yang umumnya adalah situs berita online seperti detik.com dan kompas.com.

Antara tahun 2005-2007 kita juga mengalami kegagalan layanan 3G yang tadinya diperkirakan akan berkembang pesat dengan traffik yang meningkat tajam sebab akan menjadi “killer apllication” yang baru. Kegagalan ini dipicu oleh ketidakmampuan layanan ini untuk memberikan kinerja layanan yang berkecepatan tinggi dan berkapasitas tinggi seperti yang diharapkan masyarakat pemakai jasa. Dalam kasus 3G Indonesia, permasalahan utamanya adalah karena sempitnya alokasi pita frekwensi yang diberikan kepada tiap operator 3G, dengan hasil layanan yang sangat lelet dan menjengkelkan bagi pelanggan. Pengalaman buruk ini berakibat para pengguna enggan untuk mengembangkan berbagai aplikasi yang innovatif dan kreatif untuk bisnis dan entertainment.

Namun dalam perkembangan mutakhir di banyak negara, internet dial-up yang sebelumnya menjadi andalan masyarakat, sekarang mulai ditingglkan dan dilupakan, sebab muncul layanan baru yang jauh lebih memuaskan, yaitu layanan broadband melalui kabel tembaga (ADSL, Speedy, Coaxial) dan serat optik (FTTH). Selanjutnya berkembang pula layanan HotSpot di cafe, restauran maupun perumahan dengan memanfaatkan layanan wireless WiFi baik yang berbayar maupun yang gratis.

Di banyak negara, layanan 3G mulai dibenahi dengan menyediakan pita frekwensi yang cukup dan memanfaatkan teknoloogi transmisi data berkecepatan tinggi HSDPA (High Speed Data Packet Access) yang nantinya akan berevolusi ke sistem transmisi Long Term Evolution (LTE). Di beberapa negara dimunculkan pula layanan tandingan mobile wireless, yaitu WiMAX standar 802.16e, namun jumlah pelanggannya masih jauh dibawah pelanggan layanan jasa 3G atau 3.5G.

Bila kita bandingkan layanan 3G Indonesia dengan 3G di negara-negara maju, maka akan sangat terlihat beda kecepatan dan kapasitasnya. Untuk membandingkannya, coba saja mengakses youtube lewat handphone, maka akan terasa betapa lambat danterputus-putusnya layanan ini di Indonesia. Pengalaman mengakses Youtube via HP di LN akan sangat jauh berbeda dan nyaman. Terlepas dari kondisi ini, kita aakn mencoba melihat masa depan Wireless Mobile Web.

Dengan membaiknya layanan broadband berkecpatan tinggi melalui wireless 3.5G atau HSDPA serta WiFi, maka muncul produk-produk Handphone (Smartphone) berlayar lebar, berkeyboard QWERTY, touchscreen, dan berdaya prosesor tinggi dari vendor besar seperti Nokia, Ericsson, Samsung, Motorola, Blackberry, K-Touch, Nexian, Android, dan lain-lain. Dampaknya saat ini adalah makin banyaknya pengguna HP yang menafaatkannya untuk layanan data dan Internet. Hasil survey menunjukkan bahwa duapertiga pengguna HP sekarang memanfaatkannya untuk layanan data, meningkat dari angka 25% pengguna yang memakai HP untuk layanan data pada 3-tahun yang lalu. 60% dari layanan data itu saat ini adalah untuk browsing Internet. Pembelian Smartphone di AS, Kanada dan Inggris meningkat dari 3% beberapa tahun yang lalu, menjadi 20% tahun ini.

Beberapa tahun yang lalu, layanan MMS gagal menempatkannya pada posisi killer apllication, karena leletnya GPRS dan 3G. Namun sekarang layanan HSDPA dan WiFi di banyak negara maju sudah cukup baik, sehingga pertanyaannya adalah bentuk apakah layanan Wireless Web melalui Handphone/Smartphone yang akan datang? Apakah merupakan replika layanan Web di Internet konvensional, ataukah akan ada simplifikasi atau kompresi yang akan digunakan agar dapat lebih cepat dan efisien dalam penampilannya?

Network Security for WiFi Networks – A Suggested Solution

Wi-Fi just got a little less secure – though not by as much as some headlines might lead you to believe.

Two computer scientists in Japan say they’ve figured out a way to crack the WPA (Wi-Fi Protected Access) encryption system in wireless routers in under a minute.

Details are scarce, but the attack, developed by Toshihiro Ohigashi of Hiroshima University and Masakatu Morii of Kobe University, builds off a theoretical attack against WPA revealed in November 2008.

That attack turned out to be … well, not as huge a deal as it may have sounded. Ars Technica has a good explanation here, but in essence the attack was of limited use and didn’t crack the Temporal Key Integrity Protocol (TKIP), which means it didn’t allow the hacker to recover the keys used to encrypt the keystream. So while the attack could be used for something like DNS poisoning or spoofing, it didn’t let hackers take over a router or intercept the traffic running through it.

The November 2008 attack also took about 15 minutes. The new hack claims to be a more practical approach that shortens the attack to less than one minute by adding a physical element – namely, a relay between the client and the AP. Otherwise, it’s essentially the same hack, but faster.

Should you worry? Not as far as I can tell. Sysadmins can render both attacks useless by either using really long network keys or by simply upgrading their router encryption – if they haven’t already – from WPA (which uses TKIP) to WPA2 (which supports AES-CCMP).

Not that people aren’t working on theoretical attacks on AES. We’ve seen several papers already this year proposing theoretical AES attacks. But switching to AES should keep your Wi-Fi network safe. For now. (source: telecomasia.net)

Malaysia’s P1 WiMAX Operator First Year Success with 80000 Subscribers

PETALING JAYA – Packet One Networks (Malaysia) Sdn. Bhd. (“P1”), Malaysia’s first and leading WiMAX telco today announced that it has surpassed the 80,000 subscriber mark, after one year of rolling out its P1 W1MAX high-speed wireless broadband service.

The impressive subscriber milestone underlines P1’s commitment to challenge the Malaysian broadband scene through its innovative 4G (fourth generation) technology and compelling consumer and business high-speed wireless broadband packages. At the same time, the leading WiMAX player here and in the region is playing an active role in catering to the insatiable demand for high-speed broadband, in line with the Government’s goal of ensuring that Malaysia reaches 50% household broadband penetration rate by 2010.

P1’s CEO, Michael Lai said, “We are one year into our mission to provide broadband technology that reaches out to everyone in Malaysia. P1 acquired one of Malaysia’s four WiMAX licenses in March 2007. Barely 17 months into operations, P1 launched commercial services with the go-to-market brand of P1 W1MAX in August 2008. The competition was nowhere in sight.
Lai attributes P1’s progress to a few key success ingredients. He said, “We have over 500 strong workforce that believes in our WiMAX vision, and everyone from our engineers, marketers, and finance personnel to our help desks staff tackled the knowledge gap in relation to the new WiMAX technology and on the 2.3 GHz spectrum band. Now we’re probably one of the most skilled workforce the world has to offer for deployment and service provision of WiMAX.”

Talent aside, Lai advocates the importance of the WiMAX DNA (Device, Network, and Applications).
Whilst WiMAX devices on the 2.3GHz spectrum band were practically non-existent, P1 had an unfair advantage which leverages the technology and R&D strength of Green Packet, also a wireless connectivity products and solutions provider for the international market. The outcome of which is a host of stylish and user-friendly plug-and-play fixed and mobile devices, which not only accelerated P1’s launch preparedness but continues to help it gain traction in the marketplace. P1 has also maintained a respectable (Average Revenue per User) of above US$24.30 (RM85), which it plans to sustain by continually introducing new and innovative connectivity and communications services to its consumers.

Services in the pipeline include P1 VoWiMAX or Voice over WIMAX, which is expected to bring digital voice to a whole new level with the high bandwidth capability of WiMAX and QoS. Within the next few years, P1 expects to further support WiMAX-enabled laptops and several new Mobile Internet Devices (MID) such as mobile phones and PDAs.

Rapid is the key word says Lai, when it comes to network deployment to expand coverage to the entire nation. To meet P1’s ambitious network coverage goals, the Company employs a multi-vendor strategy with Alcatel Lucent deploying the first phase, and towards the tail end, launch ZTE’s concurrent second phase deployment. P1 had even built its own in-house deployment team to support its aggressive rollout target. P1 expects to deliver 35% population coverage by 2009, and 65% by 2012.

“We want to make broadband a right for all Malaysians and not a privilege”, said Lai when asked what the P1 W1MAX brand is all about.
